SAFEGUARDING TRAINING FOR 2010-2012 NOW AVAILABLE

Welcome to the NEW Training section of the LSCB website!  We are committed to providing a comprehensive and high quality multi-agency learning experience for all practitioners, including the Community and Voluntary Sector, who work with children and young people in Harrow. We look forward to seeing you and if there is anything we can assist you with, please get in touch.  There are a number of NEW developments around LSCB Training to make yourself aware of:

NEW Online Course booking system: Register and manage your own Safeguarding Training account
• Set up your own individual user account when you apply for training - this means you will not have to repeat your details everytime you want to apply for a course.  You will only need to login to your account.
• Manage your own portfolio of safeguarding training.
• Complete post-event evaluation feedback to measure impact on practice .
• Register your interest in upcoming courses or events.

As from July 2010,  course applications will be done online only. 

NEW Closing date for Course applications We will no longer be operating a ‘first come first serve’ system in booking for courses. This will be replaced with a ‘Closing date for application’ of 3 weeks before the course is due to take place. Please ensure that you submit your application no later than this closing date. After the closing date all applicants will be shortlisted to ensure a multi-agency constitution.

NEW LEVEL 3 Course Decision making and assessment in Child Protection – Two day multi-agency course with a particular focus on Neglect. As from November 2010, this new course replaces the current Level 3 ‘Enhance your Child Protection Skills’ course of which the last event will take place on 7-8 July 2010.  If you have attended the Level 3 'Enhance your Child Protection Skills' course in the last 2 years, you don't need to re-apply for the new Level 3 Training course.

NEW Change in Course Fee Structure
Multi-agency Safeguarding Training will continue to be free to organisations that contribute to the work of the Board and to Voluntary, Faith, Community and Residents organisations and groups who are not in receipt of a training grant or have a limited training budget. This is subject to negotiation with the LSCB Strategic Development Manager. As from July 2010, organisations who do not contribute to the LSCB budget will be expected to pay a fee per person per day.

Profit making organistions, agencies in receipt of a training grant, and Schools and Colleges in Harrow:

£95 per day for a full day course (£180 in total for two day courses)

£45 per day for a half day course

Frequently Asked Questions 

Closing date for applications
Three weeks prior to the course date. This may vary on awareness raising seminars and workshops – check the LSCB website for exact details.

Is lunch provided?
Light refreshments (tea / coffee etc) will be provided. Please note that lunch will not be provided on one or two day courses.

Do I get a qualification?
You will receive a certificate of attendance, which may prove a useful addition to any training portfolio you are maintaining. It is important to note that certificates will only be issued if the participant attends the full training session. If you leave early the facilitator may not provide you with a certificate. Duplicate certificates will only be issued to participants whose name appears on the course sign in sheet.

Disabilities or other special requirements
If you are disabled, we want to make sure that you have all the necessary equipment and support to enjoy the day. Please let us know on booking so that we can make arrangements.

Timing of courses and attendance
• Unless otherwise stated, all courses start promptly at 9.30 and finish at approximately 4.30pm.
• Please arrive no later than 15 minutes before the start time for coffee and registration.
• Participants arriving late, cause disruption to the course and may not be admitted.
• In addition, all participants are expected to stay until the end of the course.

Participants should not arrive at a course without previously booking a place. Facilitators will exercise discretion in terms of admittance.

Cancellations
Course places are in high demand; if you are unable to attend it is vital that you or your manager contact the LSCB Administrator, we may be able to offer your place to someone on the waiting list.

Failure to attend
We have an extremely high demand for places and non-attendance without advance notice (48 hours at least) means that we are unable to offer places to those on the waiting list. Failure to advise of your non-attendance may jeopardise any future places on LSCB courses and your LSCB representative will be informed. Thank you for your co-operation.

Which Training Group Am I In?

Group A

Safeguarding Group A workers have limited contact with children, young people and with their parents/carers;
they have a responsibility to contribute to safeguarding and promoting the welfare of children in the
community but do not necessarily have specific organisational responsibility to intervene in the lives of
children and their families.

Group A Includes: Back-office staff (use databases and systems but no direct contact with children and
families); Some housing officers (but see Group B); Recreation assistants; Environmental health officers;
Groundsmen; Sports & Leisure services; Librarians; Benefits workers; Local Taxation workers; Pharmacist;
Hospital Support staff (with no direct contact with children & families; GP receptionists etc)

Group A corresponds to Working Together To Safeguard 2010:

Group 1: ‘Staff in infrequent contact with children/young people and/or parents/carers who may become
aware of possible abuse or neglect’

Group A corresponds to DoH Level 1 (Safeguarding Children & Young People: Roles and Competences for
Health Care Staff – Intercollegiate Document, Royal College of Paediatrics & Child Health, April 2006)

Group B

Safeguarding Group B (Safeguarding Professionals) consists of people who work regularly with children and
young people and adults who are parents/carers. Group B has considerable professional and organisational
responsibility for safeguarding and promoting children’s welfare and has to be able to act on welfare concerns
and to contribute appropriately to safeguarding processes.

Group B needs the skills and knowledge to manage effectively the interface between themselves and those
from Group A, who may approach them with concerns about a child’s welfare, and Group C to whom referrals
will be addressed. These are staff who perform Regulated Activities and come into contact with children in
the course of their work.

Group B Includes: Uniformed and non-specialist police officers; Residential workers; Youth Workers;
Designated Housing Officers & Housing Officer Managers; Adult mental health & Learning Disability
practitioners; CAMHS workers; Youth Offending workers; Sexual Health workers; Home Start; Educational
Support staff; Speech & Language Therapists; Educational Psychologists; Teachers; Sports development
officers; Disability specialists; District Nurses; Practice Nurses; Counsellors; Dentists; Audiologists;
Supervising social workers (foster care/adoption); Refuge staff; Probation officers; Hospital nurses;
Childminders; Playgroup workers; Play provider workers

Group B corresponds to Working Together To Safeguard Children, 2010:

Group 2: ‘Those in regular contact or have a period of intense but irregular contact with children, young
people an/or parents/carers, who may be in a position to identify concerns about maltreatment, including
those that may arise from the use of CAF’ (p. 100)

Group 3: ‘Members of the workforce who work predominantly with children, young people and/or their
parents/carers and who could potentially contribute to assessing, planning, intervening and evaluating the
needs of a child and parenting capacity where there are safeguarding concerns’ (p. 101).

Group B corresponds to DoH Level 2 (Safeguarding Children & Young People: Roles and Competences for
Health Care Staff – Intercollegiate Document, Royal College of Paediatrics & Child Health, April 2006)

Group C

Safeguarding Group C (Protecting Professionals) has particular responsibilities for safeguarding and child
protection. They hold professional or organisational authority and a substantial degree of personal
responsibility and autonomy to act on child welfare concerns. They work extensively within a multi-agency
context and often have responsibility for the work of others. These are staff who perform Regulated
Activities and come into contact with children in the course of their work.

Group C Includes: Social workers; Designated teachers; GPs; Paediatricians; Lawyers; Named &
Designated Health Staff; Health Visitors; School Nurses; CAIT Police Officers; Educational Welfare Officers;
Family Centres Staff; Those who work with complex cases; Key Voluntary Sector organisations contracted
to carry out child protection work; Practice supervisors; Supervisors and managers of the above

Group C corresponds to Working Together To Safeguard Children 2010:

Group 4: ‘Members of the workforce who have particular responsibilities in relation to undertaking section
47 enquiries including professionals from health, education, police and children’s social care; those who
work with complex cases and social work staff responsible for coordinating assessment of children in need’

Group 5: ‘Professional advisors, named and designated lead professionals’

Group 6: ‘Operational managers at all levels including: practice supervisors; front-line managers and
managers of child protection units’

Group C corresponds to DoH Levels 3–6 (Safeguarding Children & Young People: Roles and Competences for
Health Care Staff – Intercollegiate Document, Royal College of Paediatrics & Child Health, April 2006)

Group C may also include:

Group 7: Senior Managers responsible for the strategic management of services; NHS Board Members

Group 8: Members of the LSCB, including Board members; Independent Chair; Directors of Children’s
Services; Elected Member; Lay Members; Members of Executive and sub/task groups; Business
Support Team; Inter-agency Trainers
