Children and Young Peoples Commissioning Plan 2011-2014

This plan sets out in writing how Children's Services and Partners will work together to improve outcomes for children and young people in their area. The Harrow Children and Young People's Plan 2011-2014 explains our agreed partnership priorities and how we aim to achieve these over the next two years. It is not just a Council Plan but involves all agencies, both statutory and voluntary, community and faith groups working together to set agreed goals.

How was the plan developed?

Important ongoing development and review work with all partners and stakeholders contributed significantly to the commissioning priorities in this new plan. Statutory and voluntary agencies, community and faith groups as well as the views and experiences of children and young people, parents and carers have helped inform it.

Harrow Children's Services has continued to build on the improvements on previous years with strong performance during 2010-2011. In a fast moving changing landscape of legislation, higher public expectations, increasing demand and ever-tighter resources, we have stepped up to the challenge.

In partnership, we strive to achieve the very best we can, for our children and young people. We are ambitious for our children and young people, and proud of their positive contributions and achievements. As a vibrant and dynamic place, Harrow is changing socially and culturally, with new challenges emerging and it is vital we make this journey together.

Who is responsible for making it happen?

Leaders from Health Services, Police, Local Authority, Schools, the Voluntary Sector and other services and young people are included.

The Harrow Children and Young People's Commissioning Plan is the overarching plan for work with children and young people and their families in Harrow.

This Plan, and the work of the new Children and Young People's Executive Commissioning Board and the Local Safeguarding Children's Board, shows what we agree needs to be done and how, so children's lives are improved. Our Health and Well Being Board will play a key role in ensuring we make the best decisions together for our Children, Young People and their families.

What is in the Plan?

The Children and Young People's Commissioning Plan looks at where we are now, what could be better (the key priorities) and shows how we plan to improve things. It contains both initiatives aimed at all Harrow's children and young people as well as some targeted approaches for those who are particularly vulnerable.

Additionally it recognises that children with disabilities need support to access all the same services as other children as well as needing some specialist help.

How can you get involved?

The Children and Young People's Commissioning Plan 2011-2014 is intended as a living document, and contributions will be welcome at any point. The plan will be reviewed each year, and any comments or suggestions can be sent to LSCB@harrow.gov.uk or in the post to:
